Photo ID requirement for compliance in Florida and New Mexico

Record keeping compliance requirements for Florida and New Mexico state that we need to acquire and retain payer photo ID information for payments that exceed a certain amount, if the payer is an individual or sole proprietor.


When applicable, users will be required to submit a copy of their government-issued photo ID to process payments exceeding the stated amounts.

Florida criteria

  • Payment amount is greater than or equal to 3,000 USD
  • Payer or Payee is in Florida
  • Payer's government-issued photo ID is not currently on file

New Mexico criteria

  • Payment amount is greater than or equal to 1,000 USD
  • Payer is in New Mexico
  • Payer's government-issued photo ID is not currently on file

Additional details

  • Requirement applies to payment amounts, not bill amounts
  • If multiple bills are combined into a single payment that is over the threshold, the criteria is applied based on the net value of the payment
  • Multiple payments processed on the same day will not be accumulated
  • When vendor credits are applied, the net amount of payment will be reviewed to determine if the requirement applies

  • Requirements are applied during the payment process
  • Legal name: Name as listed on the government-issued photo ID
    • The name is pre-populated with current name of user
  • Type of ID: Drivers license, passport, alien registration
  • ID Number: Alpha-numeric characters as listed on the government-issued photo ID
  • Images of document:
    • Images of both the front and back are required
    • Guidelines are provided with details on how to upload images of document
    • Images must be .jpg, .png, or .pdf file types
    • Images must be less than 3MB
